Abstract
The program is sponsored by the United States Agency for International Development (USAID) and implemented by DAI. The program's primary objective is to improve the delivery of municipal services, enhance the capacity of municipal governments, and promote economic development in urban areas. Capacity building is a key component of the RAMP UP program, focusing on the development of standard operating procedures (SOPs) for municipal services. The program has established a capacity building methodology that includes mentoring of district municipalities, engineering capacity building, public finance management, and integrated financial management system (IFMS) development. The IFMS is designed to improve financial management and accountability in municipal governments. The program has made significant progress in strengthening waste management in urban areas. Infrastructure development is also a key focus area, with a focus on improving the delivery of municipal services, such as water supply, sanitation, and solid waste management. The program has also established a municipal incentive fund (MIF) to support municipal development projects. Regional Afghan Municipalities Program for Urban Populations (RAMP UP) – RC East has made significant progress in implementing its projects and programs. The program has established a strong partnership with the Government of the Islamic Republic of Afghanistan (GIRoA) and has worked closely with municipal governments to implement its projects. The program has also established a robust monitoring and evaluation system to track its progress and ensure accountability. The program has achieved significant results in its first year of implementation. The municipal improvement plan (MIP) has been developed and implemented in several municipalities, resulting in improved delivery of municipal services.
