Regional Afghan Municipalities Program for Urban Populations – Regional Command North aims to create effective, responsive, democratic, transparent, and accountable municipal governance in the nine provinces that comprise the International Security Assistance Force's (ISAF's) Regional Command North.

Abstract
The program will increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, markedly improve the delivery of municipal services to citizens in target municipalities, and increase municipal capacity to enable, support, and sustain economic growth. RAMP UP North provides assistance to the Government of the Islamic Republic of Afghanistan under three primary objectives, or components, each of which have labeled as a distinct Contract Line Item Number (CLIN) and tied to a specific goal. CLIN 1 focuses on Capacity Building of the GIRoA officials at the municipal level, enhancing the capacity of municipal officials, managers, and technicians to perform their core municipal management responsibilities. This is achieved through a combination of on-the-job mentorship, training, and advising to enable more visible, responsive, and accountable governance at the municipal level. CLIN 2 supports the GIRoA to provide responsive, effective, and visible municipal service delivery programs. Activities carried out under CLIN 2 support municipalities in delivering visible, tangible, and desirable services to citizens in the form of municipal service delivery projects (Municipal Projects). These projects fill two purposes: providing citizens with marked improvements in daily life, helping them gain satisfaction with and confidence in their municipal government, and executing projects that demonstrate the municipal government's ability to deliver services. The program targets nine provinces in Regional Command North, with a focus on increasing municipal capacity to enable, support, and sustain economic growth. Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate. The program's success will be measured by the increased capacity of municipal officials, improved delivery of municipal services, and increased municipal capacity to support economic growth. RAMP UP North has established partnerships with various stakeholders, including the Government of the Islamic Republic of Afghanistan, the International Security Assistance Force, and local communities. The program's implementation is guided by a set of principles, including a focus on local ownership, a commitment to transparency and accountability, and a recognition of the importance of community engagement. The program's progress is monitored through a range of indicators, including the number of municipal officials trained, the number of municipal service delivery projects implemented, and the level of citizen satisfaction with municipal services. The program's success will be evaluated against these indicators, and adjustments will be made as necessary to ensure that the program is meeting its objectives. RAMP UP North is a critical component of the United States Agency for International Development's (USAID) efforts to support the development of effective and responsive municipal governance in Afghanistan. The program's success will have a positive impact on the lives of Afghan citizens, contributing to improved economic growth, increased citizen satisfaction with municipal services, and a more stable and secure Afghanistan.
