Abstract
The program's primary objectives are to increase the capacity of Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, improve the delivery of municipal services to citizens, and enhance municipal capacity to support economic growth. RAMP UP North provides assistance to the GIRoA under three primary objectives, or components, each tied to a specific goal. The first component, CLIN 1, focuses on capacity building of GIRoA officials at the municipal level. This involves on-the-job mentorship, training, and advising to enhance the skills, capabilities, and knowledge of municipal staff, enabling more visible, responsive, and accountable governance. The second component, CLIN 2, supports the GIRoA in providing responsive, effective, and visible municipal service delivery programs. Activities under this component focus on delivering municipal service delivery projects that provide citizens with marked improvements in daily life, helping them gain satisfaction with and confidence in their municipal government. RAMP UP North targets nine provinces in Regional Command North, with a focus on increasing municipal capacity to enable, support, and sustain economic growth. The program aims to create a more responsive and accountable municipal governance system, where Afghan citizens receive better services, understand the responsibilities of municipal leaders, and play an active role in the municipal decision-making process. The program's implementation is guided by several key principles, including a focus on citizen engagement, internal and external surveys, and sustainable service improvement projects.
