Regional Afghan Municipalities Program for Urban Populations - North (RAMP UP North) aims to create effective, responsive, democratic, transparent, and accountable municipal governance in the nine provinces of the International Security Assistance Force's (ISAF's) Regional Command North.

Abstract
The program will increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth. RAMP UP North provides assistance to the GIRoA under three primary objectives, or components, each tied to a specific goal. The first objective, CLIN 1, focuses on Capacity Building of GIRoA officials at the municipal level. This involves enhancing the capacity of municipal officials, managers, and technicians to perform their core municipal management responsibilities through on-the-job mentorship, training, and advising. The second objective, CLIN 2, supports the GIRoA to provide responsive, effective, and visible municipal service delivery programs. Activities under this component support municipalities in delivering visible, tangible, and desirable services to citizens through municipal service delivery projects. These projects aim to improve daily life for citizens and build capacity with a clear learning-by-doing approach, solidifying the GIRoA's capacity to sustainably deliver services in the long term. The third objective, CLIN 3, focuses on supporting the GIRoA to improve economic development and revenue generation at the municipal level. Activities under this component directly support the growth of local economic development and strengthen municipal capacity to generate revenue. This will enable municipalities to provide better services to citizens and sustain economic growth. RAMP UP North has made significant progress in achieving its objectives. Baseline surveys were conducted to assess the capacity of municipal officials and the delivery of municipal services. Sustainable Service Delivery Improvement Projects were implemented to improve the delivery of municipal services, and Service Delivery Improvement Plans were developed to address specific challenges. Municipal Management and Capacity Building Plans were also developed to enhance the capacity of municipal officials. Despite progress, RAMP UP North faced several challenges, including budget reductions and project re-scoping. However, the program was able to adapt and move forward with a new work plan. The program has also learned valuable lessons, including the importance of building strong relationships with municipal officials and the need for a clear and effective monitoring and evaluation system. Progress has been made towards achieving the program's objectives, including increasing the capacity of municipal officials and improving the delivery of municipal services. The program has also made progress in supporting economic development and revenue generation at the municipal level. However, more work remains to be done to achieve the program's goals and ensure sustainable service delivery in the long term.
