REPORT ON THE PERU RURAL WATER SYSTEMS AND ENVIRONMENTAL SANITATION PROJECT

The contractor was assigned to Peru for a one-week period to assist the Government of Peru"s Sanitary Engineering Directorate to prepare loan disbursement documents and outline project implementation plans. The author discusses and makes recommendations regarding those plans, which include administrative and managerial arrangements, a financing plan, a staffing plan, statements on the first year"s procurement needs and procedures as well as general requirements for the project"s entire 5 years; a listing of criteria for community eligibility and selection; and a decision concerning the three regions to be selected for the first year of the program. Organizational changes in the National Water Program, the cost of imported pipe, local assistance for A.I.D., technical assistance, planned studies, and personnel training are also discussed.
