Abstract
The project is executed by the Foundation for Food and Nutrition of Central America and Panama (FANCAP) in four countries: Guatemala, El Salvador, Honduras, and Panama. The project's purpose is to support Central American countries in achieving a technical, political, and financially sustainable stage to contain the HIV epidemic and fulfill the 95-95-95 objective goals for the year 2030 in an environment of respect for Human Rights. One of the objectives of the project is to support human rights institutions in actions to reduce stigma and discrimination due to HIV. To achieve this objective, Technical Assistance Plans have been prepared and approved in collaboration with the Office of the Human Rights Ombudsman of Guatemala, the Office of the Human Rights Ombudsman of El Salvador, the Office of the National Commissioner for the Defense of Human Rights from Honduras, and the Office of the Ombudsman of Panama. These plans define the expansion route of the training processes to government institutions, describe how the activities will be developed, and determine deadlines in a monitoring schedule, as well as a monitoring and evaluation plan. The Technical Assistance Plans were developed through a process of review and adaptation to the context of each country. Meetings were held to introduce the project and its objectives, and the heads of the human rights institutions established the addresses and contact units for the coordination of the preparation of the Technical Assistance Plans. The plans were adapted to the needs of each institution and the context of the countries, and several virtual meetings were held to coordinate and manage technical and logistical assistance activities. The objectives, activities, and indicators of the Technical Assistance Plans are summarized as follows: provide technical and logistical support to human rights institutions to reduce HIV stigma and discrimination; provide technical and logistical support for the development of a virtual environment to teach human rights courses to reduce stigma and discrimination; support the design and validation of a capacity transfer model with a virtual approach to public institutions; support the development of virtual courses for training of trainers for officials from Human Rights institutions; support the implementation of training of institutional trainers virtual courses in Human Rights; and support the follow-up of the replication processes of the training courses for the reduction of stigma and discrimination due to HIV. To achieve the objectives of the Technical Assistance Plan, the following follow-up actions were established: a preparatory phase to support human rights institutions, support in the development of a route for the expansion of human rights training in government institutions, and adaptation to a virtual format the "Human Rights of people with HIV and the LGBTI population" course. The approved Plans are attached in annex 1.
