Abstract
The Ministry of Education (MOE) will implement the project. A Resource Training Center (RTC) will be established as a semi-autonomous unit of the MOE. The RTC staff of five full-time professionals will be assisted by local and by longand short-term AID-funded consultants. RTC will implement a four-point program to help client institutions, initially limited to GOH rural development agencies, to create training programs for semi-professional technicians. First, RTC will assess training needs for at least five GOH agencies -- analyzing manpower needs, indicating training resources, and identifying funding levels. Second, and most importantly, RTC will assist clients design, plan, and execute at least 40 training courses. To this end, RTC will develop a reference center of curricular and instructional materials gathered from Haiti and other LDC"s and geared to specific job requirements for specific existing projects, along with criteria for potential trainees and course implementation and financial plans. RTC will also develop a roster of Haitian and international specialists who may be contacted by clients to serve as instructors. Third, RTC will evaluate courses through follow-up with clients to determine the adequacy of RTC assistance and the impact of training on on-the-job performance. RTC will disseminate information on successful training approaches through periodic publications. Finally, RTC will help clients develop an in-house capability for implementing training courses by conducting at least four training management seminars for senior client personnel. RTC will prepare and utilize its own operating procedures manual, along with a proposal to formalize its role in the Haitian educational sector. Beneficiaries will include at least 700 unskilled and semi-skilled Haitians who will be trained under RTC auspices to carry out such functions as construction supervisors, foremen, and masons in rural infrastructure projects.
