Summarizes the mid-term evaluation (XD-ABB-515-A) of a project to develop autonomous member-owned rural cooperatives (PBS"s) for extending electric power to rural areas of Bangladesh.

Abstract
The project is being implemented by the Rural Electrification Board (REB) with assistance from the National Rural Electrification Cooperatives Association (NRECA) and Gilbert Commonwealth and Associates (GCA). REB has carried out the project successfully and has developed into a strong organization, though additional training will be necessary. PBS"s also need further assistance for their development, and the tariff structure of the system needs to be improved. Equipment and parts procurement by private sector firms has been good. Finally, REB"s warehouses will require improvements in materials handling and quality control tests. Three lessons were learned. (1) TA has been successful in building the REB and PBS"s into viable institutions. (2) The financial performance is generally strongest in those PBS"s which supply large amounts of power to irrigation and industrial customers. (3) Training of REB and PBS staff should be continued and strengthened in all areas of operation. (Author abstract)
