Grant is provided to the Government of Paraguay to implement the first of a two phase project to improve the capabilities of the National Apprenticeship Service (SNPP) to conduct non-formal education (NFE) programs oriented to rural illiterate and semi-literate adults in Paraguay.

Abstract
The Ministry of Justice and Labor"s Directorate of Human Resources and SNPP will administer this project. The capabilities of the SNPP will be upgraded. A NFE training unit will be set up within the SNPP. The unit will include eight instructors who will be trained in NFE techniques in six course areas. Also, training in the methodology of developing instructional systems and the management of the NFE will be given to specific SNPP members. In addition, four production technicians will be trained to prepare materials for the NFE that can effectively communicate the subject material to the rural poor. SNPP administrative staff will also learn how to train and use the NFE effectively. Six pilot training programs will be developed covering home management, environmental sanitation, basic agriculture, small scale livestock and poultry, crafts, and small farm improvement and management. NFE instructors will be taught the knowledge and skills needed to teach these subjects. NFE methods and materials will be developed in accordance with evaluation techniques and tested in the Ita area. Hand-out materials will be created for each subject, pictorially demonstrating the activity"s message. Cassettes and flip charts and possibly slides and poster boards will be used. Written symbols and verbal explanations will be either in Guarani or Spanish. The project coordinator will make two semi-annual progress surveys for analyzing project progress and contraints. A study of the budgeting and institutional requirements needed to extend the project"s outreach will be conducted. An institutional implementation plan will be developed including field facilities, materials, personnel and budgeting prerequisites to allow the SNPP to institutionalize its activity and provide technical assistance to other Paraguayan groups.
