Abstract
DECISIONS REACHED AT EVALUATION REVIEW INCLUDE: 1. ASK NATIONAL APPRENTICESHIP SERVICE (SNPP) OF THE GOVT OF PARAGUAY TO SUBMIT A DETAILED COMMITMENT ON THEIR FUNDING FOR NON-FORMAL EDUC PROJECT FOR CY 1978. 2. ENSURE THAT THE PROJECT COLLECTS ADEQUATE PROGRESS DATA TO MEASURE IMPACT OF THE PROJECT TOWARD FINAL GOAL AND SUB-GOAL. THE EVALUATION CONCLUDED THAT THE PROJECT IS BEING IMPLEMENTED SUCCESSFULLY, AND CONDITIONS EXPECTED BY THE END OF ACTIVITIES IN 9/78 WILL BE ACHIEVED. NON-FORMAL EDUC METHODS APPEAR EFFECTIVE FOR PARAGUAY"S NON-LITERATE. DURING 1979, SNPP PLANS TO EXPAND NON-FORMAL EDUCATION TRAINING TO RURAL AREAS OF THE CENTRAL DEPARTMENT WITH GOP FUNDING. SNPP HAS UNOFFICIALLY DISCUSSED AID"S PROVIDING LOAN ASSISTANCE IN 1980 TO EXPAND NON-FORMAL EDUC ACTIVITIES IN 5 INSTRUCTIONAL CENTERS AND COMPLETING THE TRAINING WITH WORLD BANK FUNDING. THE PRESENT REVIEW WAS PERFORMED WITH PARTIC FROM KEY COUNTERPART OFFICIALSWHO COLLABORATED IN THE ANALYSIS OF DATA AND THE DISCUSSION OF ALL ISSUES. A PID FOR A NEW PROJECT WILL FOLLOW. HOWEVER,THIS PROJECT NEEDS NO CHANGE IN THE CURRENT DESIGN. PROJECTHAS THUS FAR CARRIED OUT 4 EDUC CAMPAIGNS IN 4 DIFFERENT AREAS, TRAINING 397 PARTICIPANTS. FROM THE PARTICIPANTS, A FEW VOLUNTEER INSTRUCTORS WERE SELECTED AND THEY HAVE BEEN OFFERING INFORMATION TO OTHER RURAL ADULTS. ASSIMILATION OF KNOWLED HAS BEEN RATED HIGHLY SATISFACTORY. PROGRESS TOWARD EACHEND-OF-PROJECT STATUS IS AS FOLLOWS: 1. REGARDING A NON-FORMAL TRAINING UNIT FUNCTIONING AT SNNP -- THERE HAS BEEN NO RESOLUTION TO THAT EFFECT BUT 13 TECHNICAL EMPLOYEES AND 6 CLERICAL STAFF WERE ASSIGNED AND ARE WORKING WELL IN THE UNIT. SNPP DIRECTOR ESTIMATES THAT HIS PERSONNEL HAVE ACCOMPLISHED 75% OF PLANNED TRAINING. 3. TRAINING GIVEN TO NATNL OFFICE OFWORKING WOMAN TECHNICIANS NOT COMPLETELY SATISFACTORY TO PROJECT EXPERTS. 4. INSTRUCT MATRLS FOR 24 PRGRMS EXPECTED. 5. COUNTERPART FNDING NOT A PROBLM. ALTHOUGH THE ORIGINAL OUTPUTS WERE REDUCED, THE NEW TARGETS OF SETTING UP 4 TRAINING AREAS AND 6 TRAINERS ARE PROGRESSING SATISFACTORILY. 4 INSTRUCTORS ARE PERFORMING WELL. ADMIN SUPPRT HAS IMPRVD GREATLY.
