Project to provide foreign exchange support to the Government of the Philippines (GOP) and budget support to projects in the Rural Productivity Support Program (RPSP), an A.I.D., World Bank, and Asian Development Bank program.

Abstract
A.I.D. will transfer $47.5 million in U.S. dollars to the GOP and the GOP will deposit an equivalent amount in pesos into a Special Account (SA) to be used to support RPSP projects delayed by GOP budget shortfalls. Nonstandard conditions precedent are that the GOP submit to A.I.D.: (1) a Certification of Funds Available, committing the GOP to make available during 1985 all peso counterpart and grant/loan proceeds associated with RPSP; (2) a list of rural-based projects, with budgeted funding data; (3) an implementation and monitoring plan for RPSP projects; (4) certification prior to the release of pesos from the SA that the GOP has issued Advices of Allotment (AA) authorizing obligations for the RPSP; (5) certification that any public sector corporation or parastatal included under RPSP has agreed to limit use of funds to agreed-upon purposes and can be audited by the GOP. Project covenants are: (1) no changes will be made to the agreed-upon list of RPSP projects without A.I.D. approval; (2) no changes will be made to AA"s for RPSP projects; and (3) quarterly reports on the status of RPSP will be provided to A.I.D.
