Abstract
PES covers the period 9/80-9/84 and is based on an attached mid-term evaluation summary (XD-AAS-892-A). Nearly five years into the project, and after start-up problems during the first three, achievements indicate a significant, if not spectacular, rate of progress, given which the project should be on schedule by mid 1986. Quantitative achievements compare with project targets as follows: engineering field studies, 689 vs. 660; water systems designed, 432 vs. 660; water systems constructed, 300 vs. 660; sanitary latrines constructed, 3,136 vs. 7,600; and regional offices and warehouses established, 12 vs. 12. In addition, and in accordance with evaluation recommendations, the project has: (1) designed a system of regional supervisors, which will be in place by CY86, to improve field supervision and inspection; (2) delegated authority for design and construction approval to regional engineers; (3) established the Human Resources Development Unit (HRDU) at the Directorate of Rural Sanitation (DISAR) to implement training and educational activities, including that for sanitary technicians; (4) designed operations and maintenance training plans to be implemented in CY86; (5) initiated a material procurement system for the remainder of the project; (6) named a DISAR project coordinator; (7) completed an implementation plan for the remainder of the project; and (8) added Arequipa region to the construction program. Also expected are improvements in inventory procedures with the installation of a computer system at DISAR, and commencement of TA for the HRDU in CY86.
