Abstract
USAID"s will collaborate with host governments to determine country-specific outputs. A description of probable activities during the project"s initial years follows. Project activities in Cape Verde are likely to include TA, training, and workshops in the area of civil service reform. In Chad, the project will provide a long-term advisor to the Ministry of Finance, along with support and short-term TA for data collection, studies, and workshops, while activities in the Gambia will probably focus on specific proposals stemming from ongoing IMF, World Bank, and P.L. 480, Section 206, discussions. The project will provide Mali with short-term advisory services and with investigative and evaluative studies and will help Mauritania identify key policy issues via a 2-month macroeconomic study and a 1-month agricultural sector review. Niger may not participate in the project; if it does, it will probably be by way of short-term studies on the impact and side effects of proposed economic reforms. Finally, Senegal will receive TA in the areas of population and family planning, the phase-out of agricultural parastatals, the formation of a coherent national cereals policy, the privatization of agricultural input distribution, fiscal performance and allocation of resources to productive sectors, and restoration of liquidity and improved credit and banking systems. The project will also finance such inputs as prepackaged training courses, data collection and processing services, computer hardware and software, and books and training materials. Under exceptional circumstances a limited amount of long-term TA may be provided.
