Evaluates three subprojects of a project to upgrade the capability of Indonesian scientific and technical (S&T) institutions to plan and conduct research activities benfiting the poor.

Abstract
Evaluation covers the period 1/1/78-4/30/80 and is based on files, meetings of the Management and Evaluation Committee (MEC) and of project leaders with USAID, and site visits. Subprojects on standardization and weather forecasting were dropped due to lack of funding. Other subprojects are generally progressing well (although more slowly than anticipated due to their complexity), despite the reorganization of the former Indonesia Geological Survey and delays in AID/W funding and in contracting procedures. Bilateral linkages have been established for all subprojects save the one for alternative energy. In the key subproject, to develop an indigenous S&T policy, results of a food and nutrition policy workshop were incorporated into GOI"s 5-year plan. A workshop on Technology for Increasing Rural Productivity in Indonesia was completed and its results published. A U.S. study tour for seven people was also completed, but establishment of an activity steering committee has been delayed. This subproject remains a high Government of Indonesia (GOI) priority. In the subproject to develop R&D managers, three workshops were held for 70 managers and long-term academic trainees have been identified. Plans for the 1980 workshops are complete, with increased emphasis on Indonesians in teaching roles. The subproject to develop alternative energy sources for village and town use has no outputs yet due to a delay in choosing a topic, although this has recently been resolved. An unplanned project effect has been increased technical cooperation between GOI agencies. Spiraling inflation may cause funding shortfalls late in the project. Action decisions include amending contracts or PASA"s to fund short-term, non-academic training abroad in alternative energy sources; revising MEC documents and membership lists; and preparing reports on past and projected GOI project contributions.
