Abstract
A rationale is needed to guide the formulation of assistance programs addressed to the problem of information resources in less developed countries. This report is intended as a first step toward meeting this need. The first portion elaborates the need for more effective use of scientific and technical information in development efforts, and then outlines a rationale for increased technical assistance in this area. A review is provided of the functions of the information transfer process and the necessary components of the information infrastructure. Consideration is given to specific information requirements of the developing countries in the areas of industrial technology, natural resources, and the scientific and technical disciplines. Finally, a series of recommendations are presented encompassing policy, priorities, programming, administration, and suggested action programs for technical assistance in scientific and technical information.
