Housing Guaranty (HG) to launch 4 low-cost housing programs in bidonvilles (BV"s - squatter settlements) in select areas of urban and rural Morocco and to increase the capabilities of the Ministry of Housing and Regional Development (MHAT) to implement such programs.

Abstract
Implementation will be staggered over the period 1981-86. HG funds will be used to improve road, water, and sewerage systems in up to 18 of the 120 BV"s included in the MHAT"s Petit and Moyen Bidonville (PMB) Program. Some 46,000 persons will benefit from this program, which will minimize household displacement and, where appropriate, provide community facilities and legalize land tenure. HG funds will also be used in the MHAT"s Urban Core Housing Program (UCHP) to provide infrastructure and core housing options to 11,000 beneficiaries in up to 9 cities, and in the MHAT"s Rural Core Housing Program (RCHP) to provide completed and core housing units to 16,200 persons, mostly lower-level civil servants, tradesmen, and artisans in 47 neighborhoods in rural market centers. Solutions in both core housing programs will vary with beneficiary income level. The fourth and largest program, to upgrade two large urban BV"s - El Alia in Mohammedia and Dersa in Tetouan for a total of 80,000 people - will be undertaken in third project year, after MHAT has developed the institutional capabilities to manage the program. Grant funds (to come partially from project 6080156) will finance resident advisors to help MHAT create institutional divisions to carry out the UCHP and the RCHP and strengthen the Agence de Luttes Contre les Bidonvilles which the MHAT will create during the project to take charge of BV upgrading, and to help MHAT and its 24 regional development offices (DRHAT"s) conduct socioeconomic profiles of target BV"s, a demand study for the UCHP, and a pilot study on the market for the RCHP. The grant will also fund: engineering and aerial photography activities; courses in BV upgrading for 700 students and 29 MHAT staff; a 4-month low-income housing design and management seminar for 8 MHAT and DRHAT staff; tours to international conferences on low-income shelter for 4 MHAT staff; a computerized financial management system; and studies and technical services required in the fourth BV program.
