Abstract
The project is implemented by Tetra Tech ARD, under contract number 527-C-13-00001, and is focused on strengthening the capacity of the judicial system to address corruption. The project has three main objectives: to strengthen the capacity of the judicial system to resolve corruption cases in Lima and Callao and judicial districts in the Peruvian Amazon region; to increase the capacity of the judicial branch to address internal corruption; and to strengthen the capacity of the judicial system to address corruption through effective engagement with civil society. During the second quarter of 2013, the project focused on establishing effective communication and cooperation with national counterparts. Key activities included the development of a baseline study to determine the current status of the criminal justice reform as applied to corruption cases, the elaboration and submission of a Gender Integration Strategy, and the mapping of civil society organizations (CSOs) and creation of a CSO Guide. The project team also conducted a series of meetings with national counterparts, including the Ministry of Justice and Human Rights, the Public Ministry, and the Judicial Branch, to present the Project Work Plan and obtain feedback and approvals. Additionally, the project met with the United Nations Office Against Drugs and Crime to share the action plan and identify areas for potential collaboration. The project's technical team also held meetings with other international donors working on justice issues in Peru to avoid duplicating efforts and identify junctures for potential collaboration. The project's focus on promoting integrity and addressing corruption is in line with the Peruvian government's efforts to strengthen the justice system and combat corruption. The project's work plan includes several key activities, including the development of a corporate management model to strengthen the capacity of beneficiary institutions, the implementation of a training diagnostic to identify training needs, and the development of a work plan for monitoring the application of the Criminal Procedure Code (CPC) reform to corruption cases. The project's progress is being monitored and evaluated through a Performance Monitoring Plan (PMP), which includes indicators to measure the project's impact on the judicial system and the reduction of corruption. The project's quarterly finance report is also being prepared to provide an update on the project's financial status. Overall, the USAID/Peru Pro-Integridad Project is making significant progress in promoting justice and integrity in public administration in Peru, and its efforts are aligned with the Peruvian government's goals to strengthen the justice system and combat corruption.
