Abstract
under Contract No. 527-C-13-00001, is a USAID-funded initiative aimed at promoting institutional integrity and combating corruption in the Peruvian justice system. The project's objectives include improving the management of corruption cases in the Judiciary and the Public Prosecution Service, as well as strengthening the institutional integrity model in the Ministry of Justice and Human Rights (MINJUS). During the third quarter of 2013, the project team completed several meaningful actions, including submitting a baseline study on the anticorruption justice subsystem in nine judicial districts in Peru and preparing an executive synthesis of the study on the application of the Criminal Procedures Code. The team also designed a project strategy to promote the improvement of corruption case management in the Judiciary and the Public Prosecution Service, and prepared and presented a diagnosis and training plan for operators who implement the Criminal Procedures Code in corruption cases. The project team also developed and presented criteria for the selection of pilot programs in the Peruvian Amazon region, designed an action plan for the implementation of the Pro-Integrity Project in the Amazonia pilot districts, and developed a strategy to implement the institutional integrity model in MINJUS. Additionally, the team developed a public ethics and integrity training plan for MINJUS officers and designed an intervention strategy for the project's objective 3, which focuses on civil society. The project team strengthened its links of collaboration with counterparts, including the Judiciary, the Public Prosecution Service, and MINJUS, as well as with other collaborators such as the World Bank and the GIZ. The team also initiated a competitive procurement process for the development of a communications strategy to raise awareness about the project's objectives and activities. The project's work meetings included a meeting with USAID Mission Director Deborah Kennedy to set out the criteria for determining the location of the project's pilot programs in the Peruvian Amazonia region. The meeting resulted in the selection of two target districts in the Amazonia: Amazonas and Ucayali. The project team also participated in a meeting of stakeholders in decentralization, where they emphasized the need to consider all aspects concerning the reform of justice, including combating corruption. The project team participated in several meetings with liaison officers and technical officers of the Judiciary and the Public Ministry to coordinate the activities for the adequate implementation of project activities. They also met with the ABA ROLI in Peru to discuss the need to coordinate training schedules and proposed joint trainings to educate trainers within the MP and the Judiciary. Additionally, the team met with the GIZ Justice Project in Peru to address support areas such as the management model and strengthening of the Prosecutor General Office Specialized in Corruption Cases. The project's quarterly report highlights the progress made in implementing the project's objectives and activities, as well as the challenges and opportunities faced by the project team. The report provides a comprehensive overview of the project's work and achievements during the third quarter of 2013.
