Abstract
PES covers the period 9/83-3/85 and summarizes an attached special evaluation (XD-AAR-705-A) based on document review and interviews with trainees and with USAID/M, Government of Morocco (GOM), and other key personnel. Under project 698-0178, 29 of the planned 52 candidates have been selected for long-term U.S. or third-country training for FY"s 1984-1985; of these, 16 have begun training and 13 are being placed. Forty-one participants have completed short-term training and 38 others are scheduled for the remainder of FY85. At the American Language Training Center, established to assist candidates in meeting pre-departure language requirements, 75 persons are registered and 40 have completed English-language training. In an in-country "Train the Trainers" program, 28 mid-level Ministry of Interior (MOI) officials have been trained in project design, implementation, and evaluation; seminars on the same topics will be held for 100 local and municipal MOI staff. Other training in project appraisal and management will be provided to 50 high-level officials from various ministries. Under predecessor project 698-0149, only 54 of the planned 140 participants completed graduate training, but 113 persons received short-term training (vs. 80 planned), and 29 trainers were trained in-country. All but 9 long-term participants have returned to Morocco and are working in GOM Ministries. About 170 persons received pre-departure language training, and regular language training was provided to a large number of GOM personnel. Action decisions are to: review, and as appropriate, revise the training plan; increase awareness among GOM officials of project training opportunities; encourage the nomination of women candidates; follow-up returned participants to be sure their new skills are being used; and require that letters of nomination specify candidates" expected future occupational positions.
