The report summarizes the problems and successes of the free zone program in Costa Rica to date, reviews market demand and free zone supply trends, assesses the effect of current and proposed legislative and institutional frameworks upon Costa Rica"s optimal free zone market position, and suggests a strategy/implementation program for CZF, including divestiture of public sector zone development and management responsibilities, to realize the free zone program"s fullest potentials.
