The Municipal Association of Lima Norte (MMLN) strengthens its leadership in Disaster Risk Management (DRM) through the project "Strengthening Disaster Risk Management with inclusive approach in the districts of Comas, Los Olivos and Puente Piedra and in the Municipal Association of Lima Norte".

Abstract
The project aims to undertake DRM with neighborhood and inclusion approaches, manage instruments and innovative strategies to obtain resources and implement actions for territorial management with a DRM approach. The project is executed by PREDES - Centro de Estudios y Prevención de Desastres, with funding from the United States Agency for International Development (USAID) through Agreement No. 720FDA20GR00237. The project period is from September 1, 2020, to August 31, 2023, with a total federal funds authorized of $2,778,642.00. As of March 31, 2022, the executed amount for the previous period was $229,412.00, and the executed amount for the current period was $225,582.81. The project has reached a total of 931,020 beneficiaries, including 31,020 direct beneficiaries and 900,000 indirect beneficiaries. The direct beneficiaries include 30,000 people sensitized through community awareness and mobilization, 720 family representatives in selected neighborhoods, 30 municipal officials, 150 volunteers in emergencies, and 90 neighborhood leaders and representatives of civil society organizations. The indirect beneficiaries include the entire population of the districts of Comas and Los Olivos, who are included as beneficiaries of their Emergency Plans that have been prepared and approved as a result of the project. The project has faced challenges due to the COVID-19 pandemic, which affected the execution of programmed activities. However, the project team has adapted to the situation by changing the strategy from virtual to face-to-face training, which has allowed for a greater number of meetings with the support of local promoters trained by the project team. Despite the challenges, the project has made progress, with a total of activities carried out representing 41.18% of fulfillment compared to 9.26% in the first semester and 25.94% in the second semester. The project has several recommendations, including the implementation of activities to comply with Indicator 1.3 of joint planning, strengthening the relationship of each local government with the Lima Norte Municipal Association (MMLN) and vice versa, incorporating key permanent personnel of the municipalities in the training, seeking to institutionalize DRM in municipal management, identifying emblematic interventions or those capable of generating synergies, strengthening the capacities of the inhabitants in the use of social media for the execution of activities, and establishing strategic alliances with local organizations that multiply the impacts of the activities to be carried out. The project's accumulated progress is 41.18%, considering that the project has reached half of its three-year term. The programmed activities in the next semester need to be accelerated to meet the project's objectives.
