Abstract
The event was coordinated by the Federación de Organizaciones para el Desarrollo de Honduras (FOPRIDEH) and the Centro Internacional de Derecho No Lucrativo (ICNL), with the auspices of the Agencia para el Desarrollo Internacional de los Estados Unidos (USAID). The inauguration was led by Ingeniero Rolando Bú Zaldivar, Director General of FOPRIDEH, followed by the intervention of Abogada Gabriela Castellanos, Coordinadora del Proyecto "Socios para la Reforma de un Ambiente Legal Favorable" (PEER) FOPRIDEH/ICNL. The acts of protocol were concluded with the address by Abogada Jocelyn Nieva, Asesora Legal del Center for Not-for Profit Law, one of the international speakers at the event. The seminar covered various topics, including "La Sociedad Civil, su Naturaleza, Bases Humanísticas, Sociológicas, Filosóficas y Jurídicas." This panel was integrated by Doctor Michael Layton (United States), Lic. Cristina Galínez (Mexico), and Abogada Leticia Salomón (Honduras). Another topic was "La Personalidad Jurídica y la Organizaciones No Gubernamentales," with the participation of Abogada Marta Villareal (Mexico), Abogada Yocelyn Nieva (United States), and Abogado Carlos Salas (Honduras). The third topic was "Sociedad Civil y Gobernabilidad," with the participation of Lic. Cristina Galíndez (Mexico), Abogada María Antonia Navarro, and Abogada Reina Rivera (Honduras). The fourth topic was "Control, Rendición de Cuentas y Acceso a la Información Pública en la Sociedad Civil," with the participation of Doctor Sergio Rivera (Mexico), Doctor Michael Layton (United States), and Licenciado José Luis Espinoza (Honduras). During the event, attendees had the opportunity to ask questions to the panelists, a methodology also applied on the second day with other topics of great importance, always with national and international speakers of recognized international trajectory. The seminar was attended by professors and students of the Law Career of various universities, such as the Universidad Nacional Autónoma de Honduras (UNAH) and private universities in the country, as well as recognized lawyers and lawyers from the Honduran forum, interested in the broad topic developed by eminent professionals from different countries. Doctor Michael Layton, Director of the Project on Philanthropy and Civil Society at the Instituto Tecnológico Autónomo de México, emphasized the importance of understanding the concept of civil society and its relationship with the law. He highlighted the need to protect the right to free association, promote dialogue between government and civil society, and ensure transparency and accountability. He also mentioned the importance of having a clear understanding of the limitations of the law and the need for a favorable legal and fiscal framework to support civil society organizations. Abogada Leticia Salomón, a Honduran economist and sociologist, discussed the evolution of civil society in Honduras, from a simple, rural society to an urban one with diverse actors. She emphasized the importance of understanding the concept of civil society and its relationship with the law, and highlighted the need for a favorable legal and fiscal framework to support civil society organizations. She also mentioned the importance of promoting dialogue between government and civil society, and ensuring transparency and accountability. The seminar concluded with a discussion on the challenges facing civil society in Honduras, including poverty, inequality, and lack of access to education and healthcare.
