Project, follow-on to 6850217, to expand public and private sector family planning (FP) services in Senegal; support extensive information, education, and communication (IEC) activities and FP training; and improve demographic data collection and analysis.

Abstract
The Ministry of Social Development (MSD) will have primary implementation responsibility. To increase public FP services, the Senegal Family Health Project, an urban, clinic-based program of the Ministry of Health (MOH) and the MSD, currently operational in only selected regions, will be extended into secondary urban and rural health posts and to the whole nation. To increase private sector FP provision, small grants (for, e.g., training, contraceptives, equipment, and renovations) will be awarded and extensive TA provided to private organizations which offer FP services. It is expected that by the project"s end, contraceptive acceptors will total 200,000 (15% of married women of reproductive age, up from 3%) and the crude birth rate will be reduced from 48 to 42 per 1,000 population. To support the above approaches, IEC materials, some for mass media, will be prepared for a wide range of audiences, and FP/IEC training will be added to curriculum of the National Training Center for Extension Agents, where at least 350 MSD outreach personnel will be trained in FP/IEC techniques. Public opinion leaders, especially Islamic leaders, will be assisted to play a larger role in increasing public awareness of the health benefits of child spacing. In FP training, initial emphasis will be on integrating FP into the curriculum at the School of Midwives and training faculty; at least 300 midwives will be trained. Training will also be provided to physicians, health post workers (including nurses), logistics and supply personnel, and probably pharmacists. The project will also support diagnosis of infertility and sexually transmitted disease and will fund pilot projects to provide income generation training for women along with FP services. Finally, to provide Senegal with improved demographic data upon which development plans can be based, TA and training will be provided to help the Direction de la Statistique conduct the 1987 population census and intercensal surveys, and process and analyze data therefrom. Amendment of 9/30/91 and extends the PACD 3 months to 9/92, when the USAID-financed Child Survival/FP project will begin. During the extension period, the project will: (1) expand its NORPLANT program to the Dakar area; (2) pilot test a management training program for women"s groups; (3) conduct specialized retraining of health workers; (4) upgrade the contraceptive logistical supply system; (5) finalize the census analysis and disseminate the results from this and other project research; (6) study the feasibility of the planned contraceptive social marketing and community based distribution programs; and (7) continue to support private sector activities. The lead implementing agency is the Ministry of Public Health and Social Action (MPHSA), which took over from the MSD in 4/90.
