Abstract
The project is expected to be executed in one lot, with an estimated price range of USD 20 million, inclusive of security costs and a contingency of USD 1 million. The estimated completion time for the project is 20 months, with a six-month design and preliminary procurement phase and a 14-month construction and pre-commissioning phase. The project involves the engineering, procurement, and construction of five fully functional transmission lines that fulfill the requirements of the bid documents. The transmission lines are to be constructed in Kandahar Province, Afghanistan, with specific locations including Kandahar East to Kandahar Breshna Kot and on to Pushmul and Maiwand. The project also includes the installation of transmission line taps in Kandahar Province and Helmand Province. The bidding process for the project is open to all bidders from eligible source countries, and interested bidders may obtain further information from the National Procurement Authority (NPA) and Da Afghanistan Breshna Sherkat (DABS). The bidding documents are available for free download in electronic data rooms hosted by NPA and DABS, and bidders are urged to regularly check the NPA and DABS procurement websites for RFI responses, possible amendments, pre-bid meeting schedules, and other tenders announcements. The project requires bidders to quote for the full quantity of goods and construction services specified under each lot on a single responsibility basis, with all quotes inclusive of security costs. Bids that are not compliant with the terms of the request for proposal (RFP) will be considered non-responsive and will not be eligible for consideration for award. The bid security amount specified is USD 400,000, and the bid security declaration is not acceptable. The project has specific requirements for the grantor, including tax exemptions for USAID-financed projects, customs duties, and import taxes on goods and equipment imported by contractors for use on the project. The project also requires bidders to comply with the Public Procurement Law and Circulars, and to submit their bids in accordance with the specified procedures. The bidding process for the project involves a single-stage bidding procedure, with the submission, opening, and evaluation of bids, and the award of contract, as specified in the instructions to bidders. The project requires bidders to provide all the information requested in the forms included in the bidding forms section, and to submit their bids in accordance with the specified procedures.
