Abstract
This transfer includes the administration of 1.2 billion lempiras (US$62 million) from the Fondo Hondureño de Inversión Social (FHIS), the maintenance of the municipal road network, and the administration and distribution of the Bono Estudiantil, the Matrícula Gratis, and the construction and maintenance of educational centers, representing a budget of 1.5 billion lempiras (US$78 million). The objectives of this consultoría are to contribute to the strengthening of intermunicipal associations, favoring conditions for effective decentralization and the provision of public services in regional road infrastructure. These objectives are directly related to specific objectives, including making a diagnosis of the situation of the communication networks in the selected Mancomunidades and the institutional capacities necessary for the decentralized management of the road sector. Implementation details for the project include the development of a methodology for establishing a road network in the Mancomunidades, the definition of criteria for evaluating the success of the transfer of responsibilities and resources, and the identification of sectors and resources, as well as the design of strategic lines and the definition of phases, activities, and indicators related to the provision of road services.
