political and security interests. The GOS will use the funds to procure U.S. intermediate fuel oil and gas oil, mainly for use in generating electricity. Local currency generations will be used to: (1) upgrade 5.7 km of roads on the island of Praslin; (2) complete the construction of power, water, and sewage infrastructure at the Providence Industrial Estate; (3) continue land reclamation activities begun under the multi-donor East Coast Project on the island of Mahe, including the construction of rock armoring along the inland channel, a road from Mont Feuri to Providence, and other public utilities and infrastructure; (4) build an airstrip on Assomption, an island rich in rare flora and fauna, in order to increase the country"s tourism and research income; (5) support the construction of the Seychelles National Library; (6) provide academic and advanced technical participant training, as well as in-country short-term technical training at the Seychelles Institute of Management; (7) support consultancies to develop an investment code and to strengthen management within the Economic Planning and Cooperation Division; (8) establish a craft village on Praslin; (9) finance equipment and TA needed to monitor and clean up oil spills; and (10) construct a cattle multiplication center. PAAD amendment of 5/10/91 authorizes the release of a third tranche of funding, which will finance the procurement of only one commodity, diesel gasoil. Local currency proceeds from the sale of the gasoil will continue to be used to finance economic development activities mutually agreed upon by the GOS and A.I.D. (PD-ABC-997)
