Abstract
The project aims to develop the Juma-Bashikurd Field in Jawzjan Province, with a projected end date of April 30, 2015. Turkish Petroleum Corporation (TPAO) was awarded a $36,757,766 contract on December 14, 2013, to drill one new well, Juma #2A, and re-enter two wells, Bashikurd #3 and Bashikurd #9. As of the end of the reporting period, TPAO has consumed approximately 85 percent of its 270-day contract time for completion period and is behind the contract schedule. Drilling operations preparation progress this period included road work between the Old Military Camp and the site of Juma well #2A, as well as rig site work. The Afghanistan Petroleum Authority (APA) sent a letter to TPAO on July 6, 2014, responding to issues raised by TPAO and explaining that they have sufficiently warned TPAO about international sanctions against Iran and consequences of crossing Iran performing this contract. TPAO submitted progress reports on July 6 and July 13, 2014, which contained the same status. APA sent letters to TPAO on July 16 and July 19, 2014, reminding them to submit evidence of insurance and to revise the schedule to realign back to contract requirements. APA also provided transportation reminders to TPAO on July 19, 2014. On July 26, 2014, APA Director General Jalil Jumriany was replaced by Dr. Mohammed Anwar Aryan, who became the most senior MoMP official involved in daily SGDP operations. The primary MoMP staff supporting SGDP includes the Minister of MoMP, Mohammad Akbar Barakzai, who is the IL 45-01 signing authority. Dr. Mohammed Anwar Aryan is the Director General of APA and the primary SGDP decision maker. Zabihullah Sarwari is the SGDP Project Manager, and Zabiullah Jaihoon is his senior assistant. Jawad Zariah, Farid Karimi, Allah Mohammad, and Naseer Ahmad Tohfa are daily interfaces with the project manager. Eng. Amirzada Khosti is the Technical Director and Head of APA Technical Authority, while Eng. Sadiq and Eng. Abdu are field representatives and monitors of the contractor. The project's progress is being monitored by the Sheberghan Gas Generation Activity (SGGA), which is responsible for implementing the project as USAID's implementing partner. The project's implementation is being tracked through the USAID – MoF – MoMP Implementation Letter Tracker. The project's contract value and funding allocation are being managed by the APA, which is also responsible for ensuring that TPAO complies with the contract requirements.
