Abstract
The project aims to develop the Juma-Bashikurd Field in Jawzjan Province, with a projected end date of April 30, 2015. Turkish Petroleum Corporation (TPAO) was awarded a US$ 36,757,766 contract on December 14, 2013, to drill one new well, Juma #2A, and re-enter two wells, Bashikurd #3 and Bashikurd #9. As of the end of the reporting period, TPAO has consumed just over seventy-three percent of its 270-day contract performance period. Drilling operations preparation progress this period included several activities. On June 4, 2014, the Afghanistan Petroleum Authority (APA) sent a letter to TPAO warning it that crossing Iran was prohibited by the terms of the grant. TPAO submitted a letter claiming that delays in designating well location for Juma #2A led to a 53-day schedule slip. TPAO also submitted several subcontracts, including security services, road construction, site medical services, a lease contract, and several contracts in Turkish that have not yet been translated. Additionally, TPAO provided additional insurance documents, although the referenced coverage does not appear to be compliant with the coverage required under the contract. APA sent a letter to TPAO insisting that a Contractor's Representative be nominated to act on behalf of TPAO, with authority to resolve issues.
