Abstract
The program's objective is to support the development and effective utilization of Afghanistan's hydrocarbon reserves. The scope of work includes providing technical assistance, training, and capacity enhancement to MoMP and other relevant institutions. The SGGA Semi-Annual Performance Monitoring Plan Report covers the period from 1 April 2014 to 30 September 2014. The report provides an overview of the program's progress towards its objectives and contains full documentation of the indicators used to track progress. The report is a requirement under the approved Performance Monitoring Plan (PMP) and is submitted to USAID on a semi-annual basis. One of the key indicators tracked by the SGGA is the number of person hours of training completed in technical energy fields supported by USG assistance. The indicator uses the following definitions: hours refer to the total number of hours each participant attended USG-supported trainings, people refer to those who complete the training sessions, and training is defined as sessions in which participants receive education according to a defined curriculum and set learning objectives. The unit of measure is the number of hours, persons trained, and training courses, and the data is disaggregated by sex (W = Women; M = Men). The data collection methodology involves statistics assembled by the course instructors, attendance records, and conducting attendance verification at each class. The data source is attendance records, and the individual responsible for providing data to USAID is David Bredhoff. The data quality issues include actual hours of training completion of petroleum engineering training in March 2014, which were based on a best estimate from incomplete attendance records. Actions taken to address data limitations include providing clear instructions and training to ensure that the instructor maintains complete training records into the future. The indicator values for 2013 and 2014 are presented in the report. For 2013, the target and actual values for hours, people, and trainings are provided, with notes explaining the reasons for the differences between the target and actual values. For 2014, the target and actual values for hours, people, and trainings are also provided, with notes explaining the reasons for the differences between the target and actual values. The report also provides information on the plan for data analysis, review, and reporting, which includes analyzing the data in semi-annual reports, presenting the data in semi-annual reports, reviewing the data by USAID in semi-annual reports, and reporting the data in semi-annual reports. The report concludes with other notes, which include none.
