Abstract
The program aims to support the development and effective utilization of Afghanistan's hydrocarbon reserves. The SGGA's scope of work includes providing technical assistance, training, and capacity enhancement to MoMP and other relevant institutions. The program's objective is to provide technical assistance, training, and capacity enhancement for the development and effective utilization of Afghanistan's hydrocarbon reserves. The indicator for person hours of training completed is used to track progress towards this objective. The indicator uses the following definitions: hours refer to the total number of hours each participant attended USG-supported trainings, people refer to those who complete the training course, and training refers to sessions in which participants are educated according to a defined curriculum and set learning objectives. The data collection methodology for this indicator involves statistics assembled by course instructors, attendance records, and examination results. The data source is class attendance records and examination results, and the method of acquisition is through class attendance records and examination results. The frequency and timing of data acquisition are at each class and at the examination. The individual responsible at USAID for data collection is Jules Jordy, and the individual responsible for providing data to USAID is David Bredhoff. The data quality issues for this indicator include known data limitations and significance, such as actual hours of training completion of petroleum engineering training in March 2014 being based on a best estimate from incomplete training records. Actions taken or planned to address data limitations include providing clear instructions and training to ensure that the instructor maintains complete training records in the future. The plan for data analysis, review, and reporting involves analyzing the data in semi-annual reports, presenting the data in semi-annual reports, reviewing the data by USAID in semi-annual reports, and reporting the data in semi-annual reports. The indicator values for 2013 show that 19 training courses were conducted, with a total of 2,230 hours of training completed by men and 632 hours completed by women. The number of people trained was 139 men and 66 women. The SGGA conducted its training courses on an open-enrollment basis for most courses, which did not include specific targets for people or training hours. The only course that included a set attendance and training hours target was the on-site field representative training, later reclassified as the drilling oversight training. The drilling oversight training encompassed the targeted trainings of well rehabilitation oversight and well drilling oversight. Project delays in both SGDP's and the Task Force for Business and Stability Operations' (TFBSO) gas processing plant construction eliminated the need for gas processing training. The semi-annual performance monitoring plan report covers the period of 1 October 2013 through 31 March 2014. The report provides a comprehensive overview of the progress made towards the program's objectives and highlights the challenges and opportunities faced by the program. The report also provides recommendations for future actions and improvements to the program.
