Abstract
The project aims to provide off-budget technical assistance to the Ministry of Mines (MoM) for the Sheberghan Gas Development Project (SGDP). The SGDP involves the re-entry and work-over of wells in the Bashikurd Field, drilling replacement wells, construction of a gas gathering system, and the construction of a gas processing plant. The project management unit (PMU) has been established to manage daily operations and set priorities to meet the SGDP's goals. The PMU will be responsible for coordinating daily activities, providing information and guidance to stakeholders, and participating in capacity building efforts. The PMU has been renamed by MoM as the Sheberghan Project Management Team (SPMT). The PMU agreements with MoM, DABS, and MEW have been drafted and presented to each entity. The current status of the agreements is as follows: MoM has agreed to the draft, DABS has expressed concerns about supporting salaries or compensations to team members, and MEW is awaiting the Deputy Minister's comments. The Sheberghan Project Management Team Agreement with MoM outlines the commitment of the parties to cooperate in developing and operating the components of the SGDP on a commercially viable and sustainable basis. The agreement includes the overall objectives of the SGDP and SGGA, which are to support the re-establishment of the Afghan natural gas industry and to confirm adequate gas reserves in the Juma/Bashikurd Field. The parties agree to create a project management team (PMT) composed of appropriately skilled and experienced staff designated by each party. The tasks of the PMT include serving as a point of coordination among the parties, monitoring project progress, identifying problems and risks, and providing timely information on project progress to other ministries and agencies. The PMT will be responsible for coordinating daily activities, providing information and guidance to stakeholders, and participating in capacity building efforts. The PMT will also be responsible for monitoring project progress, identifying problems and risks, and making recommendations for improving project performance. The project is funded by USAID, and the power generated by the thermal power plant is expected to be purchased by Da Afghanistan Breshna Sherkat. The project aims to provide fuel for a 200 MW thermal power plant near Sheberghan, Jawjzan Province, proposed to be built by private investors and the United States Overseas Private Investment Corporation.
