Abstract
The plan is based on due dates and requirements in the SBH contract, as well as Abt Associates' policies and experience closing out USAID contracts. The demobilization plan is led by the SBH Senior Management Team in Zambia, which includes the Chief of Party, Deputy Chief of Party, Director of Finance and Administration, and Technical Director. Close-out planning is a critical component of the demobilization plan, with the goal of continuing implementation of activities for as long as possible. The plan involves developing a detailed close-out plan, discussing timing and general close-out process with project teams, and informing field teams of the timeline for close-out. The first close-out planning meeting with the Home Office is scheduled for early April, and the close-out plan is expected to be developed by the end of April. Communication with Ministry of Health (MOH) counterparts is also a key aspect of the demobilization plan. The plan involves informing central MOH of the close-out timeline and discussing priorities for the remainder of the project through meetings with MOH officials. Provincial Health Directors and District Health Directors are also informed through meetings with PHDs and DHDs. The demobilization plan also includes activities related to documentation and dissemination, such as documenting project achievements and lessons learned, developing an end-of-project documentation plan, and collecting qualitative data to document project achievements and lessons learned through interviews with MOH counterparts. Personnel demobilization is also a critical component of the plan, with the goal of terminating personnel contracts and paying severance to staff. The plan involves terminating personnel contracts for 2 Lusaka central level staff on June 28, 27 staff (all 18 provincial and 9 Lusaka head office staff) on July 31, and 2 Lusaka head office staff on August 15. Equipment and facilities demobilization is also included in the plan, with the goal of developing an inventory list, submitting a disposition plan to USAID, receiving feedback from USAID on the disposition plan, and transferring all property according to the disposition plan. The plan also involves terminating field office leases and vacating offices, terminating Lusaka office lease and vacating office, and closing bank accounts. Subcontracts demobilization is also included in the plan, with the goal of terminating SAVE on May 31, terminating Akros on August 31, and submitting a final invoice to USAID in January 2020.
