Abstract
The Gambia SAM provides a data base for current policy modeling and lays the foundation for future SAMs. The SAM is based on the household in its role as consumer, producer, and owner of the factors of production. It can be used to examine the consequence of alternative policies, not only for the poor, but for specific subgroups within the class of poor households. Alternately, the SAM can be used to isolate and examine the impact of policies on the poorest farmers, rather than on all farmers. The matrix is the amalgamation of the Leontief input- output matrix (the production account) and the Keynesian final demand matrix (the consumption accounts).
