Abstract
The project aims to reduce financial barriers to care and treatment, ensure equitable access to essential health services, and improve the quality of health services. LHSS works with partner countries and local stakeholders to build local capacity to sustain strong health system performance, supporting countries on their journeys to achieve self-reliance and prosperity. The project focuses on improving social health protection (SHP) for women in high-migration areas. SHP refers to a set of policies and programs that aim to reduce financial risks and improve access to health services for vulnerable populations. The report highlights the importance of addressing the health needs of migrant women, who often face significant barriers to accessing healthcare services due to language barriers, lack of documentation, and limited access to health facilities. The report provides an overview of the migration context in Latin America and the Caribbean (LAC), highlighting the push and pull factors that drive women's migration. The report also examines the health status of migrant women, including their access to SHP and the barriers they face in accessing healthcare services. The report identifies strategies to improve SHP for women in high-migration settings, including modifying existing SHP platforms, improving health service delivery and accessibility, and strengthening the capacity of women to access SHP and health services. The report also explores financing options for expanding SHP in high-migration contexts, including traditional mechanisms such as increasing budgetary space and innovative approaches such as channeling remittances into pooling and prepayment mechanisms. The report highlights the importance of innovative financing approaches in addressing the financing needs of SHP in high-migration contexts. The report concludes by highlighting emerging lessons and recommendations for improving SHP for women in high-migration settings. The report emphasizes the need for a comprehensive approach that addresses the health needs of migrant women, including their access to SHP and healthcare services. The report also highlights the importance of strengthening the capacity of women to access SHP and health services, and improving health service delivery and accessibility in high-migration contexts. Country case studies are presented in Annex 1, including case studies on Haiti to the Dominican Republic, Venezuela to Colombia and Peru, and NTCA to Mexico and the United States. The case studies provide insights into the migration context and health needs of migrant women in these countries. Annex 2 presents international and regional responses to migration, including international frameworks, LAC regional organizations and frameworks, and LAC country responses to migration. The report's methodology is presented in Annex 3, including peer-reviewed literature, gray literature, briefs, and white papers, key informant interviews, and additional research.
