Abstract
In order to initiate activities and establish a replicable socioeconomic development project, the village of Sol de Septiembre was selected on the basis of its location, level of poverty, and possibilities for change. A workshop was held in the village to interview residents, explore alternative resources, and design solutions to the community"s socioeconomic needs. The villagers" preceived needs were examined in light of existing contradictions which impede the realization of their goals. Based on this social reality, a series of three master proposals encompassing 24 subproposals were developed to address areas requiring corporate action. The major areas considered were: (1) economic conditions - the need to intensify agriculture, create supporting resources, develop light industry, and stimulate marketing and commerce; (2) physical environment - the need for basic services such as roads, sanitation, and home improvements; and (3) social development - the need for education in functional skills, adult training, children"s schooling, day care, organized support networks, public transportation, health services, and sociocultural activities. To realize these proposals, a series of tactics detailing 264 practical actions were developed. Fifteen actuating programs were then designed to provide precise structures within which specific tasks would be carried out over a 4-year period. Budget needs are expected to be minimized at the end of the 4 years as the community becomes self-sufficient.
