This report not only evaluates the Solanda housing investment guaranty project in Quito Ecuador, but also attempts to understand the experience of Solanda in comparison with Lucha de Los Pobres, an informal settlement formed by the invasion of the Hacienda Santa Ana, near the Solanda site, in 1980.

Abstract
The report, based in part on indepth interviews with 350 families in Solanda and 350 in Lucha, first presents the socioeconomic context for the two projects, then describes and compares the development, processes, and performances of each. Additional historical material along with detailed survey data are provided in annexes.
