Project to enhance rehabilitation and recovery efforts in war-torn Somalia.

Abstract
The project, to be implemented by a U.S. PVO or PVO consortium through subgrants to PVOs, will focus on direct service delivery initiatives which address basic human needs in three areas: (1) agriculture (with particular emphasis on the livestock and irrigation sectors); (2) community-based and preventive primary health care; and (3) quick-impact employment generation. Special attention will be given to the needs of infants and children, the elderly and handicapped, and the recently unemployed. The project will also strengthen the ability of indigenous NGOs to participate in the rehabilitation process.
