Abstract
The objective of this assignment is to provide PETL with a list of spare parts required for high voltage, medium voltage, and control circuits. The spare parts are necessary to ensure the reliable operation of the approaching Palestinian transmission system, eliminating and minimizing blackouts and increasing the reliability of the transmission and distribution systems. PETL was established as a state-owned company in the first quarter of 2014 through the Electricity Law. The company serves as the technical arm of the Palestinian Authority to build, own, and manage the electricity transmission system and provide electricity to distribution companies, municipalities, municipal councils, and bulk consumers. The initial PETL transmission system is composed of four 161/33 KV substations. USAID's Palestinian Energy Project aims to advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank. The scope of work for this assignment includes the supply of spare parts and other equipment listed in the Bill of Quantities (BOQ). The Vendor/Subcontractor is responsible for procuring and supplying the list of spare parts from its origin and brands, with no equivalents allowed from any other sources, brands, or manufacturers. Materials should be delivered to the locations identified by PETL. The general nature and scope of work to be carried out under this contract are indicated in the Specifications and Schedule of Quantities. The Vendor/Subcontractor is expected to deliver the following items: a spare parts delivery plan, a factory acceptance report (FAT) received for the 170 and 36KV switchgears and circuit breakers, a delivery note of receiving the materials and spare parts as per delivery plan of every component, and PETL's final report of receiving and accepting of all spare parts as per BOQ. The anticipated start date for this project is March 21, 2019, and the anticipated completion date is August 29, 2019. The Vendor/Subcontractor is required to assign a competent project manager throughout the duration of the project. Any changes to personnel must first be approved in writing by PEP. The Vendor/Subcontractor shall report to PEP Chief of Party or designee and generate the following reports: a delivery plan, a FAT report, a Goods Received Note Report, and a final report of delivery of all spare parts. Interested companies must meet the following organizational requirements: minimum 10 years of relevant experience, minimum 5 years of experience working with PETL, PENRA, and DISCOs in the West Bank or similar electricity transmission company in the Middle East, at least 5 similar projects in scope and complexity, and must be licensed and registered to operate in Palestine. Key personnel requirements, including the Project/Program Manager, must have a Bachelor's degree in a relevant field, such as electrical engineering or business, and at least 5 years of similar project-related experience in power transmission and distribution.
