Eligible subprojects will be those that meet the basic human needs of Bolivia"s rural poor in four areas: (1) education (completion and remodeling of schools, and provision of school furniture and teaching materials); (2) water and sanitation (provision of water and sanitary systems, and the completion, remodeling, and equipping of small hospitals and health posts); (3) income generation (construction of small irrigation systems, and financing of small agricultural and artisanal activities, distribution centers, and markets); and (4) infrastructure (improvement of access roads and small bridges).

Abstract
The following are excluded: construction of social centers, government offices, mothers" clubs, and recreational areas; grants to military, religious, or charitable institutions; and construction on private land and the acquisition of land. The project contribution will normally not exceed the equivalent of $10,000 per project; the community will contribute 40% of total project costs in cash, materials, transportation, land or other services.
