Abstract
The program is implemented in four provinces: Ghazni, Khost, Logar, and Paktya. The program's main objective is to strengthen district entities and promote stabilization through institutional strengthening and capacity building. Institutional Strengthening and Stabilization is a key component of the SIKA-East program. The program has initiated a series of institutional strengthening and capacity building activities to enable district entities to assume an increasingly more active role in SIKA-East and public administrative processes. These activities include capacity assessments in District Governor Offices in Nirkh, Andar, Muhammad Agha, Jaji Maidan, and Zadran Districts. The program is also working on the integration of two curriculums, Community Engagement from MRRD/CLDD and SIKA-East's Stakeholder Engagement, for training newly hired District Social Workers. The program has made significant progress in training and grant management. Four training activities were conducted during the week, attended by 67 men and 31 women. The training topics were Unity Building and Grant Management. Seven DDA+ communication committee meetings for men and women took place in Khoshi, Laja Mangal, Andar, and Baraki Barak Districts. The number of awarded projects reached 106, and the number of completed projects rose to 47, worth $1.9 million and located in eight districts. The program has also made progress in coordination and collaboration. The leadership of all four SIKAs met with Farid Mamondzai, Deputy Minister of IDLG, and other IDLG staff, as well as senior representatives of MRRD, USAID, and the IDLG and MRRD SIKA Coordination Units. IDLG called the meeting to allow the SIKA leaders to present their achievements, discuss challenges, and propose ways to align their programs with GIRoA strategic priorities during the Option Period. The Deputy Minister emphasized the need for closer coordination among all organizations involved with the SIKA program and proposed the formation of a management Task Force to ensure GIRoA is providing strategic guidance for the programs. The program has also held conferences for the provincial DDA+s from Ghazni, Khost, Logar, and Paktya. The conferences aimed to advance engagement between district entities and generate collective analysis and action on DDA+ strengthening and stabilization. The conferences also served as a forum to share experiences and points of view regarding the present program and to make recommendations for how it can be improved. Several challenges in process implementation were identified during the three-day conference period, and several recommendations for improvements were registered by reporting committees. In terms of geographic focus, the program is implemented in four provinces: Ghazni, Khost, Logar, and Paktya. The program's activities are concentrated in these provinces, with a focus on strengthening district entities and promoting stabilization. The program's timeframes are not explicitly stated, but it appears to be ongoing, with regular updates and progress reports. The program's recommendations for future improvements and expansion are also not explicitly stated, but it is clear that the program aims to continue its efforts to promote stability in key areas of Afghanistan.
