Abstract
The program, led by the Ministry of Rural Rehabilitation & Development (MRRD) and the Independent Directorate of Local Governance (IDLG), began on January 29, 2012, and is scheduled to end on August 31, 2015. The program's objective is to increase citizen confidence in and support for the Government of the Islamic Republic of Afghanistan (GIRoA) by assisting provincial authorities and district-level government entities to improve governance programming and increase the provision of priority basic services. The SIKA-West program is active in four provinces: Farah, Badghis, Herat, and Ghor, incorporating 16 target districts. To achieve its objective, the program trains and assists District Entity (DE) officials and provincial authorities in developing a better understanding of community problems using the Stabilization Analysis Mechanism (SAM)/District Stability Matrix (DSM) and monitoring of stability trends. The program also focuses on finalizing District Project Portfolios (DPP) and successfully carrying out selected projects that enhance stability and good governance, as well as continuing design and implementation of communication strategies that improve the relationship between provincial authorities, DEs, and their citizens. During the reporting period of October, November, and December 2014, the SIKA-West program held 38 GIRoA-led Komite Sobate Woleswali (District Stabilization Committee) meetings, with participants including District Government Line Departments, Community Development Councils (CDC), and other stakeholders. The meetings aimed to address community problems and develop solutions to enhance stability and good governance in the target districts. The program also made progress in training and capacity-building activities, with a total of 150 participants trained in the Stabilization Analysis Mechanism (SAM) and District Stability Matrix (DSM) during the reporting period. Additionally, the program continued to support the implementation of District Project Portfolios (DPP) and communication strategies, with a focus on improving the relationship between provincial authorities, DEs, and their citizens. The SIKA-West program's collaboration with other donor agencies and USAID projects also continued during the reporting period, with the program engaging with the Community Cohesion Initiative (CCI) and the Department of Labor and Social Affairs (DoLSA) to address community problems and enhance stability and good governance in the target districts. The program's management and administrative issues were also addressed during the reporting period, with a focus on personnel management, adaptation of the activity, and modifications and amendments to the program's implementation plan. The program's success stories and photos are also highlighted in the report, showcasing the program's achievements and impact in the target districts. Overall, the SIKA-West program made significant progress during the reporting period, with a focus on promoting stability in key areas of Afghanistan through improved governance programming, increased provision of priority basic services, and enhanced communication strategies. The program's continued collaboration with other donor agencies and USAID projects also contributed to its success, and its management and administrative issues were effectively addressed to ensure the program's continued implementation.
