Abstract
The program, also referred to as the "Subat Program," supports the Government of the Islamic Republic of Afghanistan (GIRoA) at the district level, while coordinating efforts at the provincial level, to implement community-led development and governance initiatives. The program's primary objective is to build confidence, stability, and increase the provision of basic services in key districts prioritized by the United States Government (USG) Regional Platform-South (RP-S) and aligned with the GIRoA Key Terrain District (KTD), District Delivery Program (DDP), and other priority districts as determined by the relevant provincial governments. The program's intermediate results include increasing the capacity of provincial and district entities to address sources of instability and respond to the population's development and governance concerns. The SIKA South program is designed to be highly Afghanized, demand-driven, and owned by GIRoA counterparts. It is integrated with existing programs such as the National Solidarity Program (NSP) and the National Area-Based Development Program (NABDP). The program aims to support, mentor, and empower GIRoA, build the capacity of provincial and district entities, and procure goods and services locally whenever possible following the Afghan First policy. The program's implementation is focused on key districts in Southern Afghanistan, where the involvement of women is vital to good governance. The team will promote GIRoA's National Action Plan for the Empowerment of Women, which aims to increase women's participation in decision-making processes and promote their economic empowerment. The SIKA South program has made significant progress in achieving its intermediate results. Provincial and district entities have increasingly addressed sources of instability and taken measures to respond to the population's development and governance concerns. The program has also improved the capacity of provincial authorities to communicate with district entities and understand their population's needs and prioritize basic service delivery interventions.
