Abstract
The report is based on extensive fieldwork and data collection undertaken by Carfax Projects in January and February 2019, as well as by YCST in March 2019. The assessment aims to identify "green spots" for small-scale, locally relevant, pilot stabilization activities, which are areas where USAID can help locally legitimate authorities stabilize their communities in ways that are consistent with United States Government (USG) interests and the broader USAID Yemen Program Approach (YPA). The report applies the USAID's Stabilization Analytical Framework, which identifies seven key factors that determine the status of a district as a green, yellow, or red spot. These factors include Security, Existence of Reliable Local Authorities, Risk of Doing Harm, Existing Foundation for Stabilization Efforts, Free and Unfettered Access, Presence of Local Implementing Partners, and Multiplier Potential. The report provides summary assessments and supporting data and analyses across each of the component themes of analysis. Ash Shamayatayn is one of the largest districts in Taiz with an area of 918 square kilometers and a population of 237,234 people, including Internally Displaced Persons (IDPs). The district is located at about 60 kilometers south of Taiz, bordering districts of Haifan and Al Mawaset in the east, Al Ma'afer district in the north, Al Wazieya district in the west, and Lahj governorate in the south. There are 33 sub-districts and 352 villages in Ash Shamayatayn district, with the center of the district being Al Torba and the biggest town with thriving businesses. The report notes that the district has a complex security situation, with the presence of various armed groups and the risk of Doing Harm. However, there are also opportunities for stabilization, including the existence of reliable local authorities and the presence of local implementing partners.
