Abstract
The DGPC has established a set of Standard Operating Procedures (SOPs) to ensure that all activities are carried out in accordance with the relevant laws and regulations. The SOPs are divided into 29 sections, each covering a specific aspect of petroleum exploration and production. Section 1 of the SOPs outlines the regulatory process and interface with E&P companies, while Section 2 focuses on the application for grant of rights - exploration and production. The DGPC has established a number of templates and forms to facilitate the submission of applications and reports. These include the Application for a Reconnaissance Permit (Onshore) and the Application for a Reconnaissance Permit (Offshore). The DGPC also requires E&P companies to submit a Standard Form of Reconnaissance Permit (Onshore) and a Standard Form of Reconnaissance Permit (Offshore). The DGPC has established a number of SOPs to govern the approval of exploration and production activities. These include SOP 2: Approval of Exploration License, SOP 3: Approval of Appraisal Program for a Discovery or Relinquishment of Area, and SOP 4: Determination of Discovery. The DGPC also has SOPs to govern the approval of field development plans, including SOP 6: Approval of Field Development Plan. E&P companies are required to submit a Field Development Plan, which includes a detailed description of the proposed development activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC has established a number of SOPs to govern the approval of development and production leases, including SOP 7: Application for Grant of Development and Production Lease. E&P companies are required to submit an Application for Development and Production Lease, which includes a detailed description of the proposed development activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC also has SOPs to govern the approval of extensions and renewals of exploration and production leases, including SOP 9: Extension/Renewal of Exploration License. E&P companies are required to submit an Application for Extension/Renewal of Exploration License, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC has established a number of SOPs to govern the approval of well commencement and abandonment notices, including SOP 11: Approval of Well Commencement Notice and SOP 12: Approval of Well Abandonment Notice. E&P companies are required to submit a Well Commencement Notice and a Well Abandonment Notice, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC also has SOPs to govern the management of guarantees, including SOP 25: Management of Guarantees. E&P companies are required to submit a Guarantee Management Plan, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC has established a number of SOPs to govern the evaluation of reports, including SOP 15: Evaluation of Reports. E&P companies are required to submit a Report Evaluation Plan, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC also has SOPs to govern the assignment of working interest, including SOP 16: Assignment of Working Interest. E&P companies are required to submit an Application for Assignment of Working Interest, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC has established a number of SOPs to govern the transfer of operatorship, including SOP 20: Transfer of Operatorship. E&P companies are required to submit an Application for Transfer of Operatorship, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC also has SOPs to govern the relaxation or exemption from provisions of applicable rules, including SOP 21: Relaxation/Exemption from Provisions of Applicable Rules. E&P companies are required to submit an Application for Relaxation/Exemption from Provisions of Applicable Rules, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment. The DGPC has established a number of SOPs to govern the management of flaring of natural gas, including SOP 22: Flaring of Natural Gas. E&P companies are required to submit a Flaring Management Plan, which includes a detailed description of the proposed activities, including the drilling of wells, construction of infrastructure, and installation of equipment.
