Abstract
The SUPER Task Order is a three-year initiative that began in 2020 and is expected to conclude in 2023. The SUPER Task Order is divided into several Work Assignments (WAs), each with specific objectives and deliverables. One of the key WAs is WA #9: Home Office Support, which provides administrative support to other WAs to ensure that contractual obligations are met. During the first quarter of Fiscal Year 2023 (FY23), Deloitte continued to provide administrative support, delivered final outputs for two WAs, and scoped more than 5 potential technical WAs. Another key WA is WA #4: Utility Cybersecurity and Digitalization in the Caribbean and Central America. This WA aims to improve the cybersecurity posture of utilities in the region. In FY23 Q1, the Deloitte team finalized the Y2 Work Plan and received approval to expand into the second year of activities. The team also continued its engagement with utility counterparts, regulatory counterparts, and cybersecurity incident response team (CSIRT) counterparts. The SUPER Task Order also includes WA #6: Climate Finance Tool and Utility Support, which focuses on developing a Guidance Note for Electric Utility Alignment with Climate Targets. The Deloitte team drafted the Guidance Note, conducting desktop research and subject matter expert interviews to outline the Nationally Determined Contribution-setting process and understand the current role utilities play in national and cross-sectoral climate planning. The SUPER Task Order has made significant progress in improving the energy sector in various countries. The initiative has delivered final outputs for several WAs, scoped new technical WAs, and provided administrative support to other WAs. The SUPER Task Order has also experienced some challenges, including maintaining counterpart buy-in, but has developed plans to address these issues. The SUPER Task Order is expected to continue its efforts in improving the energy sector in various countries. The initiative has a strong focus on cybersecurity, climate finance, and utility support, and is expected to deliver significant results in the coming quarters. The SUPER Task Order is a critical component of USAID's efforts to improve the energy sector in developing countries and promote energy reform. The SUPER Task Order has a strong geographic focus, with activities taking place in the Caribbean and Central America. The initiative has a significant presence in countries such as Jamaica, Guyana, and Trinidad and Tobago, and has worked closely with utility counterparts, regulatory counterparts, and CSIRT counterparts.
