Evaluates the performance of the Near East Foundation (NEF) in a project to assist the Government of Mali (GOM) to conduct studies on and plan projects in the livestock sector.

Abstract
Audit report covers the period 10/73-6/74 and is based on a review of NEF files. The NEF successfully completed its contract responsibilities, and billings, a total of $49,581 as of 3/15/75, were found acceptable. Although the project files contained no final report, records did indicate that NEF fielded three advisors -- in agricultural credit, pastures, and forage -- to assist the GOM and USAID/M in designing: (1) two mixed farming pilot projects; (2) a project to assist cattle traders in Segou to hold and feed cattle locally prior to sales in the urban markets of the Bamako-Segou-Niono area; (3) two pilot cattle holding areas in Segou and Bamako to encourage cattle holding on improved rangeland and thereby test the feasibility of further investments; and (4) a livestock credit scheme to permit herdsman, farmers, traders, and butchers to acquire cattle in order to participate in the aforementioned activities. The NEF team also identified relevant GOM training needs and provided other assistance to USAID/M. The GOM provided adequate support and was involved in periodic meeetings and substantive discussions relating to all phases of the project. Finally, the proposed third phase of the Mali Livestock Project has been presented to and accepted by A.I.D.
