Abstract
The study aimed to assess the current status of people with disabilities in the region, develop alternatives to institutional care, and promote community living. The study was conducted in 2013 and was supported by the United States Agency for International Development. The study found that institutionalization of people with disabilities is a widespread issue in the region, with many countries having inadequate policies and laws to protect the rights of people with disabilities. The study identified ten elements of deinstitutionalization, including making the case for developing community-based alternatives to institutions, assessing the situation, and developing a national deinstitutionalization strategy and action plan. The study also highlighted the importance of developing human capacity, including training and education for professionals working with people with disabilities. The study recommended that countries in the region develop a range of services in the community, including personal assistance, and allocate financial, material, and human resources to support community-based services. The study concluded that deinstitutionalization is a complex process that requires a comprehensive approach, including legal and policy reforms, development of community-based services, and training and education for professionals. The study recommended that countries in the region prioritize deinstitutionalization and community living, and that donors provide support to countries in this process. The study identified several challenges to deinstitutionalization, including lack of resources, inadequate policies and laws, and lack of awareness and participation among stakeholders. The study recommended that countries in the region address these challenges through a combination of policy reforms, community-based services, and awareness-raising activities. The study concluded that deinstitutionalization is a critical step towards promoting the rights of people with disabilities and ensuring their inclusion in society. The study recommended that countries in the region prioritize deinstitutionalization and community living, and that donors provide support to countries in this process.
