Abstract
This initiative aims to empower patients by clearly defining their rights and responsibilities when visiting Primary Health Care Clinics (PHCCs). The Statement emphasizes preventive care, access to user-friendly health information, and education, enabling patients to participate more effectively in treatment decisions. The Statement of Patients' Rights is displayed at each clinic and has been incorporated into clinical guidelines, trainings, and behavior change communication (BCC) materials. This has led to a significant improvement in patient-clinician interactions, with patients like Halima Miho Hassan now feeling more empowered to ask questions and demand better services. Halima, a 60-year-old patient, reported that the Statement has made it easier for her to visit the clinic, receive respect, and understand what to expect during her visit. The impact of the Statement has been positive not only for patients but also for clinic staff. Dr. Mohammed Haji Mohammed, a clinician at Halima's clinic, expressed enthusiasm for the Statement, stating that its adoption across the country would be a major step forward in improving PHC services in Iraq and the Kurdistan Region. The Statement has been well-received by many patients seeking primary health care services across Iraq, with similar enthusiasm and appreciation for the initiative. The Primary Health Care Project in Iraq is working closely with the Ministry of Health to improve the quality of PHC services, particularly those that have the largest impact on reducing maternal and neonatal mortality rates. The project's efforts to reorganize and strengthen Iraq's PHC services are aimed at enhancing the overall healthcare experience for patients like Halima. By empowering patients and improving clinician-patient interactions, the Statement of Patients' Rights is a key component of the project's strategy to improve PHC services in Iraq. The implementation of the Statement of Patients' Rights has been supported by workshops and community engagement activities organized by PHCPI. Additionally, posters and booklets explaining the details of the Statement have been distributed to promote awareness and understanding among patients and clinic staff.
