2015 · 80 pages

Abstract
The plan aims to reduce the city's energy consumption by 20.6% and greenhouse gas emissions by 29.5% by 2025. The plan focuses on three main areas: energy efficiency, renewable energy, and energy management. The plan identifies several key objectives, including the creation of a municipal energy management system, the attraction of non-budgetary funds for energy projects, and the implementation of public-private partnership instruments. The plan also outlines several specific projects, including the modernization of budgetary buildings, the introduction of energy-efficient lighting in public spaces, and the development of a municipal energy management system. The plan is based on a comprehensive analysis of the city's energy consumption and greenhouse gas emissions, which was conducted in 2015. The analysis identified several areas for improvement, including the reduction of energy consumption in budgetary buildings and the introduction of renewable energy sources. The plan outlines several specific measures to achieve its objectives, including the implementation of energy-efficient technologies, the development of a municipal energy management system, and the introduction of public-private partnership instruments. The plan also identifies several key stakeholders, including the city council, the executive committee, and the regional energy planning center. The plan is expected to be implemented over a period of 10 years, from 2015 to 2025. The total budget for the plan is estimated at 1.094 billion hryvnia, with funding coming from a variety of sources, including the city budget, the regional budget, and private investors. The plan is expected to have several benefits, including the reduction of greenhouse gas emissions, the improvement of energy efficiency, and the creation of new jobs. The plan is also expected to contribute to the development of a sustainable energy sector in Ukraine. The plan is based on several international and national documents, including the Covenant of Mayors and the Ukrainian Law on Energy Efficiency. The plan also takes into account the city's energy consumption and greenhouse gas emissions, which were analyzed in 2015.
