Abstract
The Ministry of Education (MOE) will implement the project, which will upgrade pre-service and inservice training of teachers and teacher educators, develop library resources, and improve system coordination and management. To upgrade the three teacher training colleges (TTC"s), two resident advisors will: revise, in accordance with the PS curriculum developed by the National Curriculum Center (NCC), the program leading to the Teaching Certificate; train TTC faculty on-the-job in curriculum design; develop a plan for meeting TTC training needs; and promote the use of detailed class outlines, standardized tests, and an evaluation system. Eleven TTC staff will receive U.S. training. Two advisors will help the University of Swaziland (UniSwa) introduce two programs for teachers and teacher educators - a 2-year, part-time Diploma program of inservice training to District Education Officers, headmasters, inspectors, teacher leaders, and PS teachers (60 during this project) and a B.Ed. program, designed specifically around PS needs, for TTC staff (16 during this project). The advisors will also fill new posts to be created in UniSwa"s Faculty of Education while counterparts complete U.S. training. A curriculum advisor will help the NCC introduce materials for use in TTC upgrading while a Swazi counterpart receives U.S. training to assume this role. Inservice training/support services at the four Teacher Innovation and Development Centers (TIDC"s) will be upgraded by: Diploma training for all TIDC staff and U.S. training for 4; an inservice training program, oriented to the practical arts, for headmasters and teachers; and the distribution of kits of teaching aids and materials to 468 PS"s. Short-term experts will help establish library resource centers (LRC"s) at each TTC and smaller facilities at the TIDC"s and will offer on-the-job training in their use; 3 library directors will receive U.S. training. To improve system management, the Chief of Party will fill in while the Chief Inspector for Teacher Education and Curriculum Development - a new position to be created by the MOE - completes M.B.A. training in the United States. The Chief of Party will help the MOE develop a 5-year plan for the TTC"s and a plan to coordinate the work of concerned Swazi entities. Six PCV"s will assist the project.
